Special ALERT Update: Russia’s Suspension of UN Convention & It’s Impact on Shipping

Further to TheMIGroup’s Special Alert featured in issue #75 of reloBuzz, termination of the contract between The National Customs Committee of the Russian Federation (GTK) and International Road Transport Association (ASMAP) has been postponed until July 1st, 2014.

The effective impact to transportation is that Russia will cease using the TIR within Russia. However, when the final destination is another country, the TIR will still be valid and in use. For cargo subject to the new regulations, Russia is requiring that carriers post a guarantee certificate, the cost of which is calculated against the customs duty and distance traveled from the Russian border point to final destination. While these costs will vary, early indications are that the average amounts are approximately US$150.
More information is scheduled for release on July 1st 2014. TheMIGroup will continue to monitor the situation and provide updates as they become available.
