United States: U.S. Customs Vessel Manifest Confidentiality Form

Perth, Australia – Reclassified as a Regional City

In July, the Minister for Immigration and Citizenship, Chris Bowen MP, announced that Perth will now be considered a regional city and be able to benefit from inclusion in the Regional Sponsored Migration Scheme. Russia: Import Duties for Household Goods Arriving into Russia

As previously reported in reloBuzz issue #21, on May 30th, 2011 a government decree was signed by Russian Prime Minister Vladimir Putin intending to put an end to the excessive charges placed on household goods being imported into Russia. This revision also means that employees on assignment in Russia will be allowed to import as many personal use items as they so desire. It still remains unclear when this new Regulation will come into effect.
The import duty that was implemented on July 2010 eliminated the ability to clear shipments under the "Temporary Import" category, thus subjecting contents being moved into Russia to a duty charge representing 30% of their stated value.

London, England: Record Prices for Hotel Rooms during 2012 Olympics

Recent reports indicate both short supply and a sharp increase in costs for temporary accommodations during the 2012 Olympic Games being held in London from July 27th to August 12th, 2012 and the Paralympic Games from August 29th to September 9th, 2012. With as much as 90% of the available hotel rooms in the city centre booked by the London Organising Committee of the Olympic and Paralympic Games alone, availability for corporate assignees or transferees during this period has been drastically impacted. Rates for any remaining available hotel rooms are fetching on average £350 per night, 3x higher than their normal rate, while rates of £1100 per night for August 2012 have been reported by tour operators.

Germany: Fewer Restrictions for EU8 Nationals

As of May 1st the Agreement on the Free Movement of Persons resulted in a lift of transitional restrictions for nationals from Poland, Hungary, Czech Republic, Slovenia, Slovakia, Estonia, Lithuania, and Latvia (EU8) and allow full geographical and professional mobility into the German labour market. Under this new agreement German companies are able to recruit EU8 nationals for work without work or residence restrictions.
The additional volume meant a shift of responsibility from the local German labour office to the central labour office; processing delays are expected as this new process is implemented. Read more...

Canada: Voting While Abroad - Federal Election

With the upcoming Canadian Federal Election on May 2nd, there have been questions raised concerning voter eligibility and registration procedures for Canadian citizens on an expatriate assignment. Canadian electors can apply to vote from anywhere in the world by Special Ballot. There are stipulations for Special Ballot, the elector must maintain a civic address in Canada, have resided outside of Canada for less than five consecutive years, and intend to resume residence in Canada.

Venezuela: Important Advisory on NEW Import Regulations

New import regulations will be enforced effective Monday, September 27, 2011 requiring the presence of shippers in Venezuela when their shipments arrive by air and/or surface. Doing Business in China: What is a Fapiao and why is it so important?

A Fapiao is a very important record of expenses for business travelers and expatriates in China. It is more
than a receipt confirming payment, but also an essential component of the system designed by the Chinese
government to track tax payments and deter tax evasion. An official Fapiao is to be issued when any goods
or services are purchased within China. Prices paid include business tax, therefore, the Fapiao issued
confirms the tax component of that expense and that the tax has been submitted to the tax department.

Mileage - Final Move
In 2010 the deductible rate for final move mileage was 16.5 cents/mile, in 2011 it will increase to 19.0 cents/mile.
Mileage Rates - Business Purposes
The deductible rate for mileage incurred for business purposes will increase from 50 cents/mile in 2010 to 51 cents/mile in 2011.
Under the new Tax Relief Act, the Social Security portion of payroll taxes will be reduced from 6.2% to 4.2% for 2011 only. This reduction affects only the employee portion; the employer portion remains at 6.2%

Switzerland: 2011 Immigration Quotas Announced

Quotas for the capped immigration system in Switzerland have been announced. The total quota figure is 11,000, which is the same as previous years, however the difference in 2011 is that the quota will be split between European Union (EU)/European Free Trade Association (EFTA) nationals and non-EU nationals, as well as between short-term (4-12 months) "L" permits and long-term (over 12 months) "B" permits.

Canadian Housing Market Update

Based on the Canadian Mortgage and Housing Corporation's (CMHC) Housing Market Information, the actual urban housing starts are up 52.8 per cent over 2009. The most significant increase was 11.2 per cent in Quebec, 8.9 per cent in the Prairies, and by 6.3 per cent in British Columbia. Atlantic Canada saw a decline of 22 per cent and Ontario decreased by 17 per cent. Housing starts are a good indicator of the health of the new construction housing market.
